When facing the era of knowledge-based economy, many visionary enterprises have been aware that “knowledge management” can help enterprises gain core advantages which may increase benefits and decrease loss. The Organization of Economic and Co-operation Development (OECD, 經濟合作開發組織) has defined “knowledge-based economy” as that “the economic structure is based on the production, allocation and use of knowledge and information”. The definition has illuminated the importance of “knowledge management” while developing new economy. In order to confront the challenges of knowledge economy, it has been expected to speed up enterprise’s development of knowledge management and encourage enterprises to innovate and create values since 2006 when the 4-year project of knowledge management integrated service commenced for the 2nd time. This project has integrated the resources of industries, the Government and the academic institutes to build an excellent environment for the development of knowledge management, to stimulate the development of knowledge management and vitalize enterprise’s development of knowledge management. All the approaches attempt to solidify the foundation of the intellectual capital in Taiwan. |

The Small and Medium Enterprise Administration, Ministry of Economic Affairs (經濟部中小企業處) has foreseen the functions of incubation centers (育成中心) and begun to integrate with relevant resources in order to support small and medium enterprises to start businesses, actively established incubation systems to assist small and medium enterprises to run businesses of creation, innovation and entrepreneurship and orientate the economic development in Taiwan towards “innovation-oriented economy (創新導向型經濟)” that may improve local economy and increase job opportunities since 1996. The goal of this project is to establish consultation and service channels between the Government and incubation centers which are located in the companies. By implementing performance evaluation, the service quality of incubation centers is expected to improve. Hence force, more well-operated and competitive small and medium enterprises will be developed and the effectiveness of incubation centers will be maximized. |

For assisting domestic enterprises to put benchmarking into practice and fulfill their industrial potential, the Department of Industrial Technology (經濟部技術處) has contracted with CPC to build up this database website. Industrial and academic professionals have been recruited to co-work on building a benchmarking platform that is equivalent to Taiwan’s competitiveness. Domestic enterprises may benefit from the platform for interacting with international benchmarking industries and learning practical techniques. Through the processes of benchmarking, the gap of level between Taiwanese business sectors and international ones may be narrowed. Enterprise rivalry, therefore, may be enhanced and further more as well as national competitiveness. |

In order to develop visionary and outstanding leaders who have global views, improve enterprises’ capabilities of innovation and rivalry, solidify the foundation of domestic enterprise and develop industries and economy, the Small and Medium Enterprise Administration, Ministry of Economic Affairs (經濟部中小企業處) has outsourced to CPC to introduce distinction foreign business models and benchmarking and organize seminars sharing the latest information of leadership and successful experiences. Participants learn about the latest management information which may help solve their current problems and exchanges still continue after seminars. New learning models are expected to be built as well as new business values. More over, a long-term learning network for enterprisers is expected to be established.
The first “OPEN, Outstanding Professional Executive Network” was held in 2002. Then it is held once a year every year. Each seminar contains 40 participants and 3 rounds which are held in the north, middle and south of Taiwan respectively. Applications and shortlists are made between May and June and seminars are held from July to October. Each seminar lasts for 7 days, including 5 days leadership courses and 2 days international conferences. Participants are the chiefs, vice-general managers or the ones who hold equivalent positions. They have to meet the criteria of “small and medium enterprises”. Those who are from reputable, innovative or awarded companies are considered with priority.

The Small and Medium Enterprise Administration, Ministry of Economic Affairs (經濟部中小企業處) has promoted “an e-learning project for small and medium enterprises (中小企業網路學習計畫)” since 2003. The aim of project is to establish a quality on-line learning platform, motivate learners and further more develop a learning culture for small and medium enterprises. SM E-Learning (「中小企業網路大學校」網站) is a free of charge website providing one-line courses relevant to technology and management. |
